(Fixed) Users can close RPT cases as expected

Fixed issue preventing administrative users from closing cases. Before this fix, in some cases the event status did not change after closing a case via RPT. Lifecycle Management/ Review, Promotion & Tenure Institutional Administrators can now close a case created via LM-RPT integration, and the close date will be set as the corresponding Event End Date in LM and the final Case Status logged as the LM Event Outcome.
